Dr. Raymond Barclay

Dr. Raymond Barclay is MICA's Vice President of Enrollment Management

Dr. Raymond Barclay has worked on a variety of enrollment, financial aid, and budgeting projects over his career in both the public and private sectors. Currently, Dr. Barclay serves as Senior Executive Director of Enrollment Systems, Research and Effectiveness at Duquesne University. Dr. Barclay also serves as a senior research fellow at the Bonner Foundation, a Princeton, NJ based organization that supports scholarship and student development initiatives at a wide array of institutions including Oberlin College, Morehouse College, Spelman College, and Davidson College. Dr. Barclay has served as Senior Vice President in enrollment and operations roles, he previously was president of Enrollment by Design, LLC (Princeton, NJ). Clients range from large state-systems universities such as Rutgers University and University of Cincinnati to liberal arts colleges such as DePauw University.

In previous roles, Dr. Raymond Barclay served as the Associate Provost for Academic Budgets and Planning/ Assistant Vice President for SEM Planning and Analytics at the New School (NYC) where he was responsible for all decision support and systems activities in service to academic and curricular planning and provides significant analytic support to the broader strategic enrollment management and continuing education functions. Dr. Barclay contributed significantly to discussions shaping policy and practice, especially as they relate to the implementation of the strategic plan and strategic budgeting. Similar roles were held at Stetson University (Vice President for Analytics and Decision Support), Senior Associate for Arroyo Research Services (clients included Northeastern University, University of Vermont, Stetson University, Walden University, UC-Irvine and Cal-Fullerton to school districts, community colleges and state educational agencies in VA, TX, OH, and HI), Associate Vice-President/Director of Institutional Research for College of Charleston, Vice Chancellor for Institutional Research and Planning in the University of North Carolina system (WCU), Director of Institutional Research and Assessment at the College of New Jersey, Policy and Planning Analyst at Burlington County Community College (NJ).

Dr. Barclay has served in key advisory roles on state-level initiatives that impact higher education in the State system of North Carolina including serving on the University of North Carolina (UNC) President’s Retention Taskforce Steering Committee (2007-2008) and Retention Taskforce Policy subcommittee (2007-2008); UNC Student Survey/ Assessment Taskforce; UNC Taskforce on Rationalization of Teacher Education Programs (2007-2008); UNC Taskforce on Teacher Recruitment (2007-2008); UNC Tomorrow Task Force (2007). Dr. Barclay has played a key role in shaping broadly and undertaking original assessment work aimed at addressing accreditation and accountability requirements such as those found in the Higher Education Opportunity Act, Title II, NCAA, regional accreditation processes (Middle States Commission on Higher Education, the Southern Association of Colleges and Schools), and other specialized accreditations (NASM, NCATE, ABET, etc.). Dr. Barclay has also served as a principal investigator, co-investigator and evaluator on grants from the National Science Foundation, Corporation for National Service, Department of Defense, and Department of Education aimed at addressing school improvement, student development, student access, and improving participation of women and minorities in the science, technology, math, and engineering fields. Dr. Barclay has taught psychological testing, psychology, data mining/statistics, and public policy courses. He completed his Ph.D. in educational psychology with a focus in learning and cognition, program evaluation, and measurement at Temple University. He also has a master’s degree in Sustainable Design.
